This is not specific to one dependent. It breaks composer require for anything that pulls varbase_admin_base 1.0.x-dev, on both bases:
- horizonaid — both install lanes red (MR !64, jobs 11924396 and 11924412)
- educare, varbase_starter — same require step

Proposed resolution
Use "drupal/smart_date": "~4.3.0", matching the version that actually installs. A working local Varbase 11 build resolves smart_date 4.3.0. The three-segment form means that minor and its latest patch, rather than the whole 4.x range.
The recipe.yml half of #3620414 is correct and stays as it is — only the Composer constraint changes.
