The idea is simple: To allow any block in its region also to expand left,right,upward and/or downward. This would solve one of the not so nice "look" of powered by drupal. i mean the empty space down to left/right region of a blocks, since for which cases the expanding left/right would cause the body to be expanded to fill the empty spaces.

the feature of expanding and collapsing blocks is a part of jstools module functionality.
