Need to add button for uswds alerts with all configuration options

1. Apply patch
2. Go into USWDS text formatter add Alert button to toolbar
3. Update allowed html if needed
4. Create a page
5. Using USWDS formatter
6. Create an alert
7. Try different severity levels
8. Try different combos of settings. adding and remove
