Is it possible to use "User tokens" of the customer for "Order checkout complete" event but not for "Order state is updated". Is there any particular reason? I would like to send an email to the customer with his/her user tokens automatically when I update the order status.

The customer (user) account is not loaded by default. You should use the action 'Load customer by order' then have your action 'Send email to user' which will have the user tokens available from the loaded user.
