file queue processes incomplete orders

I must have had an incomplete order, where the customer started to order but never finished.

Order status is set to In checkout.

In the File Process Results under the # of orders that were processed it has for this one:
User placed order 20 on 01/28/2011 - 06:42

So it still Retroactively added file. My concern is that if this user account had been created first before they tried to order, would they then have access to this retroactively added file? I haven't tested that yet but I still think something odd is going on so I created this issue.
