Is there a Drupal 7 version of this module currently under development? Or an alternative module with the same functionality that works with Drupal 7?

Sorry, there is no existing implementation I know of. https://drupal.org/project/smsframework do have some dev version you might try to use.
I will be happy to develop some version for D7 if needed, but I can't promise any timeframes for this.
