Even if this module is meant to be integrated with various commerce and payment api's there is also a possibility to create a manual invoice - either by filling in the values on a form or having the form pre-filled using a user id as an argument.
This will also help in verification by testing.

Feature implemented.
Invoice creation is now available at http://example.com/admin/content/invoice/add and also as a tab on the user page or on url http://example.com/user/[uid]/invoice/add
