This expects nodes of type 'topbar_message' to exist, but the module doesn't define that type.

If the feature that comes with the module is required, it should either be set as such in the .info, or stated in the README.

You got it. It requires the feature. The node type is there.

If the feature is required I would vote to incorporate these into one module. Is there a reason they were separate?

I noted this change in the project page. I agree it should be one module/feature but just haven't gotten around to doing that. Happy to take a patch to accomplish this but for now doesn't seem critical.
