I've installed the required modules and have managed to add a message. I've not been able to configure the module. I tried /admin/config/system/topmessage (because I saw that referenced in another bug,) but am denied access. I am an admin on the site and have full access for development's sake.

What am I missing?

Have you enabled both modules? After you'll find teh settings here: admin/config/system/topmessage

'TopBar Message' and 'Topbar Message Feature' are both installed and enabled. When I go to /admin/config/system/topmessage all I get is "You are not authorized to access this page." I have full access to the site as an admin.

I found that there is difference with admins. You may not be able to access settings if you are not really logged in the admin account which you made when you installed a Drupal. I got the "You are not authorized to access this page." message when I used an account which was later registered but with admin permissions.
