I see that many of Toolbar users, has included the module in installation profiles. There is an issue with the assignment of the default toolbar (#921662: If toolbar is created via the API it is visible to anonymous users as well) so we will remove that initial assignment.

I guess that you also use the API to create your custom Toolbar(s) and assign them to users (and roles shortly). Therefore the question - do we need to create default/example toolbar on module install ?

The initial idea was to create a toolbar and assign it to the user who installed the module so he/she can see a visible change in the site (the toolbar "pops"), which is always reassuring for the user.
