I would like to duplicate the D7 toolbar.

Ok, so I go to admin/build/shortcuts to add a toolbar item, type in Shortcut name 'Content', add a path to admin/content. Should I now see my new shortcut?

Yes, you should, remember there are two modules, the toolbar shortcuts and the toolbar, both have to be enabled.
