The toolbar only shows if the user is logged in. I'm using it on a custom theme but I can't find any references to 'toolbar' in my CSS or page.tpl.php files.

Where would be a useful place to look? I'm using Zero Point (which works) and a custom version of Zero Point that's not showing it - where could I have hidden it or changed the preferences to cause the problem?

You have to set toolbar for anonymous user role in admin/settings/toolbar .
