I installed Theme Editor following the directions in the INSTALL.txt on Drupal 4.7.5. I successfully created a new theme, but I do not see it in admin > themes. I created another new customized theme with the same results. I do not have caching enabled. I reloaded the page and rechecked all my settings.

There are no error messages in watchdog, my php-error.log, or my httpd-error.log.

ID line from the theme_editor.module: /* $Id: theme_editor.module,v 1.8 2006/12/05 20:38:32 walkah Exp $ */

INSTALL.txt says "Drupal: 4.6.0 (previous version for 4.5)"...apparently out of date text.

I also tried the HEAD release of Theme Editor with the same results. I have successfully used Theme Editor in the past (though it had problems with the sidebars showing up /* $Id: theme_editor.module,v 1.7 2006/07/18 23:23:48 walkah Exp $ */), and find it to be a fun and useful module. Hopefully this is something easy to fix! Thank you.

This was my fault. Got into a hurry and didn't check my file paths. I didn't perform this step correctly:
2. Create a directory called "theme_editor" under the Drupal themes/engines/ directory.

Instead of creating the theme_editor directory inside the engines directory, I created it inside the themes dir. Once I moved the theme_editor directory inside the engines dir, it works.

Please accept my apology for filing this bug. :-(
