Clarify supported status with REST module

Problem/Motivation

Up until at least August 28th of 2026 it was unsupported/prohibited to install TFA 8.x-1.x at the same time the REST module was enabled.

The Project front page for TFA now includes TFA Headless as a module that integrates with TFA. TFA Headless: exposes the authentication routes from TFA as REST API endpoints

Does this now mean that the REST module is fully supported with the 8.x-1.12 release?
