Taxonomy terms are used as tabs and content(nodes) as tab content reference with terms used as entity reference in the content type.
Admin user will have access to choose vocabulary to use terms as tabs.

Users will be able to choose vocabulary to show terms as tabs and content(nodes) associated with these terms will be show as tab content
Post-Installation
After installing you should have vocabulary and terms, and content type with reference filed to terms.
Set the vocabulary to use and reference filed machine name to setting to fetch the nodes.
Reference field will be found under content type manage fields section.
