Taxonomy Term Edit Panels overrides the rest of the taxonomy term add & edit pages left out of the default page manager configuration, paths like taxonomy/term/%taxonomy_term/edit and taxonomy/term/%taxonomy_term/add.
Enable the module then enable the override in page manager, last create awesome taxonomy term add/edit pages.
