To do this you need to use Drupal's private file system, and then enable a download counter module. The counter module will then track requests for specific files.

From memory, this only works for files that have been uploaded via one of the Drupal upload mechanisms, so it knows that the file "belongs" to Drupal.

Counting is not a feature that is built in to SWF Tools.
