DST bug makes November 30 disappear from client/user timer reports. [#1358488]

November 30 is not showing in client timer reports due to a DST bug.
This is fixed in
http://drupalcode.org/project/support_timer.git/commit/7ae5f097b892c0f9f...

but I have not yet updated the changelog because I needed to get the actual fix in the tree ASAP for scheduling reasons.

The same changes should be applied to the support_timer_user_report
