more accessible charts, suggestion a new tab in ticket menu

Great module!

It'd be nice to have Charts accesible to everyone (I set the permission to anonymous for this), but it is still necessary to provide explicit links, usually out of context. It'd be nice to have this accesible under the support ticket list. Here is an example here.
