sned emails to all depending on priority

Hello, i want to send an email to all users if the issue has priority critical.

So i tried to modify the support modul, but it did not work and i think its no smart to modify the code of that great modul.

Now i use the rules modul --> do i have to use the priority variable and php code? and if yes how does this work.
