My Subscriptions preferences (global and user) are "On updates" deselected and "On comments" selected. However, posting a comment on a Forum Topic node triggers a node update notification. (Actual node edits do not trigger this notification, which is correct behavior.)

Deselecting "On comments" gets rid of that notification, but then I am not able to subscribe to a specific node's comments, which I want to do.

Is this a bug or am I doing something wrong?

I get an email with the subscriptions_content_node-type-forum template, in which the value of !is_new is 0. Any ideas?

!is_new==0 means it's not a new node, which is correct.
I would expect that you also get !is_updated==0, which means it's not a node update either.
You should get !has_new_comments==1 which is what you're really interested in.
