I wish to force users to receive notification for all new forum-topics and comments. I found out that I can hide the Comment notification checkbox to prevent users from changing it, but how can I prevent them from deactivating the forum-topic notification?

No, you'd need to do custom programming for that. Forcing users to receive email is not the intention of this module, and it's unlikely that such functionality will be added.

thanks for that. My situation is indeed special. Its a site for prominent scholars dealing with genocide prevention and if they don't wish to receive notifications they can do so in other ways as well.
