If I'm not mistaken, I think it's supposed to honor the Interval settings, correct? Currently nothing gets sent until I run Cron. I am also running Poormanscron. Perhaps there is a conflict?

Just tested without Poormanscron, and it's not the problem. Email just does not get sent until cron runs.

Yes, that's how it works. No matter whether you run cron.php manually or as a cron job of your operating system, you have to run it.
