In the readme text it is stated that if the send Intervals at admin/settings/subscriptions/intervals is set as , "As soon as possible" then the notifications only sent out when cron runs.

Is it possible to send notification at the exact time when user made some changes to nodes or taxonomies without waiting for the cron to run.

No, this is not possible, for technical reasons.

But you can tell your cron to run every minute, if you like.
