While setting up a group of users to receive subscriptions (via /admin/people, Bulk subscribe users to), none of the users were actually getting an email.

The workaround I found was to visit the /user/#/subscriptions page. Then that user would successfully get emails.

(Visiting /user/#/subscriptions added a db record in the subscriptions_user table where there was none before. So I assume that might be the root of the problem?)

Sorry for the delay - I haven't tested bulk subscriptions in the D7 version yet - but have extensively in the D6. So if I'm understanding this correctly, are you saying that every user who you had subscribed "bulk" had to visit their own /user/%/subscriptions page to start receiving subscription notifications?

How did you manage to create users that don't have any record in the subscriptions_user table?
