"You are not authorized to access this page" when "Skip administration paths from sub-path processing" is checked off

When I uncheck "Skip administration paths from sub-path processing.", the sub-path aliases work well but I get the message "You are not authorized to access this page." when I try to edit any user accounts, including the superuser.

However, If I check off "Skip administration paths from sub-path processing", the sub-path aliases do not work properly, i.e. I get "user/1/edit" or "node/1/edit" etc.

Anyone know what the issue is?
