Not really sure what this is supposed to be. If it's a constant, it needs to be declared. If it's from another module, that module needs to be listed as a dependency. If it's unique to the steps module, it should start with "STEPS_" for proper namespacing.

NODE_BUILD is to specify a node build mode, it doesn't seem to work quite properly and its a relatively minor part.

Removed from module to be readded at a later point.
