Testing an unrelated module I get this: smart_date_module_implements_alter without a #[LegacyModuleImplementsAlter] attribute is deprecated in drupal:11.2.0 and removed in drupal:12.0.0. See https://www.drupal.org/node/3496788
Run tests of a module on D11.4/PHP 8.3 or similar.
I'll create an MR and push changes. Note that https://www.drupal.org/project/smart_date/issues/3557723 has a partial fix and #7 from that page recommends the title of this issue.
Test BC.

mark_fullmerSeems like the scope of this issue is much narrower than the title implies; Smart Date's plugins do need to start using PHP Attributes, but this issue is about modernizing just the ordering of the module execution. Proposed new title: "Adjust module order using PHP Attributes, with backwards compatibility for Drupal <11.2"?
