Simple Meta is our (Rogerwilco) favorite method of adding meta tags. We've cloned the original Simple Meta module and added rudimentary changes to make it support Domain Access module.

I'm hoping the maintainers of Simple Meta could review the changes and implement on this module sometime.

Since Drupal 7 is going to be EOL in 18 months, it would be better to not add any new complicated functionality or new metatag fields. Adding of the requested functionality will be considered for D8/D9 version.
