how a user can create a new gallery
He would need to have admin-rights to create taxonomy-terms?

gallery are based on taxonomies. each taxonomy term will magically be showed as gallery. ?q=gallery
set up a taxonomy Vocabulary, config as needed. taxonomy delegate will help you, or allow tags.
