Conditional notifications dependent on sensor data [#1108658]

Allow users to tell the system to alert them when sensor boards return data at specified levels.

Let's start naming use cases. This will give me a better idea on how best to approach notifications. So far I see a need for:

- Gaps in data, sometimes a sensor will stop reading from it's set interval
- Min and Max ranges

Perhaps a calculated value such as the average temp from all sensors?
