So will this module implement the libraries api? So I can call the plugin using libraries api? Or is this doing more than that?

Not exactly, this module will be built on top of two things:
- Libraries API, to manage external libraries (in this case JS plugins files).
- Modular code-base to provide mostly the same features for all the plugins included. Like views integration, Fields support and so. This step is necessary to possibly unite most sliding/rotating modules into one module (like WYSIWYG).

Some integration for popular sliding js plugins will be provided by default, what I have in mind now:
- Scrollable
- Nivo

The first target is D7, though we can backport at any stage to D6.

So this is a module to be a replacement for modules like views slideshow and slideshow modules?

kinda, still other maintainers (including me as Scrollable Content maintainer) can work on their own modules, because it's still too early to say that. The ultimate goal for me is no one do a repeated work.
