A link with only # as href value is not accessible. It should target an anchor in the page or be another element like a button : https://webaim.org/techniques/hypertext/
The link in this example goes nowhere. Its only purpose is to activate a JavaScript function.

Use a styled button element or add a target (ID) for the anchor link.
Update the element and add missing CSS or add an id at the top of the page to scroll to.

jfurnas commentedI am deploying an accessibility fix to add an aria-label to the anchor link, so that it will be called out by screen readers appropriately.
