Rules Tweaks (D7)

A collection of small fixes and improvements to rules, containing modules:

• Auto machine name: Provides automatic machine names.
• Component tabs: Adds tabs for component actions like "execute".
• Debug: Provides developer functions that extract rules component names from the backtrace. Used in Printable Backtrace (pbt)
• Description: No more truncated rules action descriptions. Temporary fix of #2044207: Show longer action summary in the UI
• Dyntranslate: Adds an action for quick and nasty t() translation.
• Empty list: Provides an action to create an empty list. There is no empty list literal for some data types.
• Fix empty text: Provides an action to fix NULL texts to empty string.
• List remove: Provides an action to remove an item by index from a list.
