Change Requests creates a mess with text formats and CKEditor

Problem/Motivation

When you save a rule from rufi_demo with a change request, then the CR switches from text-format "Plaintext" to "Restricted HTML". Same when you create a rule with text-format "Full HTML" the CR switches to restricted.

This leads to to 403 responses OR users are not allowed to edit content if they have not sufficient permissions to use a specific text-format

Proposed resolution

I think that a complete review of Change Request module and the handling in RuFi is requiered to resolve the issue.

The expected behavior in RuFi is:

• Always use the same text-format.
• Use CKEditor by default.
• Allowed HTML: p, br, ul, ol, li, em, strong, b, span. (NOT: H1-H6, blockquote, img, a, div, ...)
• DO NOT display text format selector OR display as disabled
• No problems in the handling of CRs.
• Correct display of HTML in CR-views
