I'm confused about the difference between the two modules, Rules and views or Rules executor? Are they different or are they required to work together?

Rules Executor is being merged into the Rules Views module.

I will officially deprecate it in the next few days.

Will Rules Executor stop being maintained ?
If so, will there be an upgrade path to Rules and Views integration ?

No upgrade path at the moment. Just a couple of strings need changing in your view definitions, so might get around to it.
