How do I add additional arguments to a rule set once it is created?

I started working with rule sets.

I added arguments

But now I need to add additional ones. However, i don't see where I can.

As it stands when I first create the rule set it allows me to add arguments but not after that.

Please let me know what I am doing wrong.
