PHP4 Content of Type check always evaluates false

This is a huge problem for anyone trying to leverage the rules module in a PHP4 project.

I would be very happy to serve as the tester for this fix as I have a PHP4 environment handy. The project I am working on is at a University and they have no real plans to update to PHP5, so this is a very critical issue for me.

Any help getting this bug squashed would be much appreciated.
