[10.3] Update RulesEventManager

RulesEvent plugins are defined in YAML files, and RulesEventManager uses YamlDiscovery to find these plugins. As such there is no involvement of Annotations or Attributes here, but the code does need some small updates and better documentation to bring it in line with the currently accepted practices in Drupal.
