I'm not sure about CCL yet, as there is flags now and scheduling will be a base module feature. Perhaps adding some integration to flags is better - let's see.

Flag sounds reasonable. btw, what about Workflow, why not integrating with it for machine states?

[EDIT: I re-tried to use Workflow module, not very intuative. And there is no machine state for users...)
