Have been trying for a while now with the rules module to stop a product adding to the cart when another particular product is added to no avail for example:

Insurance level 2 is in the cart then Insuance level 3 should not be able to be added to the cart.

Any ideas please do not say by a hook as iam not a programer.

At a time only one product can follow checkout process by creating rules. For creating rules check this url.

However i dont want to remove all the products from the cart just prevent add Insuance level 3 to the cart when Insuance level 2 is already there.

Yes, this can be done. But you don't say what module you're using - Ubercart? Commerce? Regardless, best to ask the question in the issue queue for that module, not here in Rules.
