Hi,
I read on many websites that rules has a condition called Entity Exists By Property, however I do NOT see this being avaible in condition selection, I need to check if a value exists against some entities esp user. Without this, rules had become pretty useless in preventing duplicate values from being saved into an entity type. Thanks

That feature does not exist in Rules, and has never existed in Rules. It's probably provided by another module. You probably would have gotten a quicker answer by asking one of those "many websites" what other module they were using.
