I just ran into something similar after updating from 2.5 to 2.6:

Something dramatic changed to the available Data Type section under Settings. I can now only select one parameter to be an entity. The other selections are no longer able to be anything other than a basic data type as well: Date, Decimal, Text, Integer, Truth Value

The pre-selected "Any Entity" value is also set to be called "Entity" and "entity" and it is grayed out.

This has to be a bug. This prevents updating an existing rule, and you cannot create new rules with complex parameters.

Okay, this may be bigger than Rules. I rolled back to 2.5 and the issue is still there. The only other correlation I have is I updated Drupal Core for the security hotfix (7.24) at the same time I updated Rules to 2.6 from 2.5.

Has anyone else seen this issue since update core and rules?

i didn't see this issue with latest release 7.x-2.8. Can you please upload a video and screenshot to replicate this issue.
