When I use Ultimate Cron to run rules scheduler it almost never fires the rule after the scheduled date. Maybe 1 in 20 times it does work. When I turn of ultimate cron and use drupal's default cron it seems to work fine.

Any chance of being able to use ultimate cron?

I like ultimate cron because I can have it run a maximum of 2 simultaneous actions so it does not load down my site and also because I have fine grained control over each cron task.
