I have a rule to:
* If Content type is Forum
* If Content is state 'New' or 'Published'
* Load Taxonomy Term
* Apply Taxonomy term to Content.

The problem is that the rule applies the term to the Content and then locks the thread, effectively making the thread not editable unless the admin re-edits it to allow comments read/write.

Just create a thread there and the end result will be a locked thread.

Thank you for submitting a support request / issue for Rules 1. Sorry it was not attended to earlier; I hope you found the information you were seeking in another resource, such as the Rules Drupal 6 documentation.
