Redirect action breaks if "#", "=", "&" is present in the url

If redirect address includes "#", "&" or "=" , all special characters in the url are encoded as hex values (it seems url() is responsible for that), and the target pages are not found.

I don't know if it's a simple bug or a more complex redirect settings would be necessary (to separate all elements and pass as $options array?).
