Would be very good for testing if one could activate and deactivate an action within a rule.

Since actions are tied to rules, it would make more sense to set the entire rule as inactive (which is already possible). A configured action would only need to be active/inactive if it was reusable, like an action set. I could see the advantage of allowing action sets to be marked as active/inactive during rule building, ...and how this might be a useful thing during reuse ("would you like to set all instances of this action set as inactive or override the default?" kind of thing).

OTOH, why stop at action sets? Let's allow any component to have this functionality!

Moving to 8.x-3.x for consideration. The way to get this feature into Rules is to provide a patch, or write a contributed module which adds this feature and allows us to test it before putting it into Rules core.

Since there has been pretty much no interest from the community for this feature, I'm marking it as "won't fix". If you would still like to get this put into Rules then a patch would go a long way towards making this happen.
