#2962720: Users with "administer users" permissions can manage users that have a more privileged role is a serious issue, which means we don't have beta quality yet.

There will be ALPHA3 shortly. Please download and test it, and if it works for you then please comment in #2622542: RoleAssign for D8 — ALPHA2 (otherwise create a new bug report) -- that's what will bring us forward...
