when layout size forces menu items to buttons I see a transparent bar partly covering the bottom row of menu buttons it appears in the Mobile and tablet sized .
in Mobile its visible when you expand menu items.

Try this site http://ozmega.com.au/qbn/
ie shrink the width with browser and when it switches the menu to blocks you see a transparent block covering the first row of buttons

The Header background image is showing through (underneath) the Menu tabs. You can even see it at in the 'desktop' width. What are you using to place the background image in the Header?

The method you're using is fine but your background image height needs to be reduced so it doesn't extend down behind the menu tabs/buttons.
