Hello,
I use Responsive Bartik, v. 7.x-1.x-dev. I activated module Menu Block (level 2+) in the sidebar as a secondary menu. No problems there.
However, after this the menu links appear in the header, clickable and all, on the desktop and the smartphone, but I cannot let them disappear, not even by deleting the menu block.
Looking at the theme's page.tpl.php I discover a loose 'end comment' sign at line 108. When I put the 'start comment' at line 93 , like this:
<!-- <?php if ($secondary_menu) : ?>
the header is clean, so it works well.
Seems to me like a bug, and my 'repair' somewhat brute-force-ish. As I am no programmer, I did not know a more elegant approach.

mjohnq3 commentedThe visual design of the theme, which is a copy of Drupal 7's default Bartik theme, calls for the Secondary Menu to appear in the Header. That's what the code you referenced, on lines 93 - 108 in page.tpl.php, actually does. Any menu links you create for the Secondary Menu will appear in the Header.
Commenting out that code, as you did, prevents the menu from from appearing in the Header, but would be considered a one-time code hack. Anytime the theme is updated, that code would be overwritten by the lastest (correct) version.
The best way to modify the theme to not have the Secondary Menu appear in the Header is to create a sub-theme with that section of code removed.
